Quite a lot of the troops were fighting France, Poland, the British Empire, the United States and the Soviet Union, weren't they?

I didn't suggest the answer was comprehensive. The question was vague enough that that response is more than adequate. I could just as well have responded "Each other."
Almost all wars in history worthy of the name involved thousands of troops. It was called a world war because it involved military operations right around the globe. The term is not referential to the numbers of troops who were involved--but that happens to have numbered in the tens of millions.
