"Wired" can mean a few things, but not drunk, well not in the UK anyway.

In the Egyptian context that you'ved linked, it means that some of the protesters are making full use of the internet to let their ideas, feelings and views be known. The article pretty much explains why they are using this strategy.

I agree with OG that the meaning here is almost certainly the internet. 'wired' could also mean 'full of intensity'/energy' almost as if they were receiving energy from an electrical source.

A: Are you ready for your big presentation?

B: Yes, I am so wired. Part of it is, I'm sure, the coffee but I really feel prepared and ready to go.
