The business circle calls the most important part of the CBD core area. I just don't know if you accept this translation. Chinese translators accept this version without hesitation. But I guess, core area may refer to a larger area, or even a region in North America.

You could certainly call the central part of the central business district of a town or city the "core area" if you wanted.

Your guess is completely wrong, a core is a centre and the purported Chinese translators don't know diddly if they refer to it, redundantly, as anything other than the CBD.
