Or any other ways of referring to such a building.

How do we [call] describe the very tallest building in a place?

A. the [No.] number One Building in Beijing - holds a nuance of the best building
B. the [No.] number One Tallest Building in the Capital City - could be used as an emphatic way to describe what you want
C. the First Tall Building in Beijing - 'first' here suggests 'original'
D. the First Tallest Building in Beijing ??
E. the [No.] number One Super Tall Building in the Capital City - again, it could be used like B

I am writing for both English readers and students of English. As a matter of fact, I am teaching Chinese students to translate Chinese texts into English. From time to time, I raise questions to make sure what I translate is accepted by native English readers. So far, I have got hundreds of comments on my questions.
