A cyclic pattern is one that simply starts over again at the beginning when the last step has finished.

The pattern described would be: deploying-developing-designing-deploying-developing-designing-deploying-developing-designing...

Suppose we change "cyclic pattern" into "rolling pattern", how would you understand it in the same context? "Rolling" is supposed to be a literal translation of the Chinese expression, suggesting a bit by bit progress. This is often used to describe something that is achieved by stages, like you put forth a model first, and put it to application, then you make an improved model and put it to application again, and so you go on.

'rolling pattern' is not idiomatic for English as far as I know, Fansy, so it sounds a mite strange to me.

And from the available context, it seems like this does not follow the normal "put forth a model first, and put it to application, then you make an improved model and put it to application again". Rather there is deployment, then development, then design.
