I have been trying to do research on your example of Weicker. I find news reports that he was considering running for President as an independent in 2000. There was a movement in the Reform Party to nominate him instead of Buchanan. I can find nothing that states he is ineligible.

I find it hard to believe that someone declared ineligible to be President after Watergate would look at running for President in 1980, 1996 and 2000.
