In the above quote, what does "they" stand for? Does it stand for "the programs" immediately preceding it? or "a handful", some way back?

I can see how if can be confusing.

At least a handful (of these institutions) are seeking to put more money into the programs as they (the institutions) expand the possible pool of applicants.

or

At least a handful are seeking to put more money into the programs as they (the increase in number of programs) expand the possible pool of applicants.
