Can we take the use of "only" in the phrase "only fair" as an intensifier?

When Ms Hernandez says that what she is asking for is "only" fair she means that she is asking for justice, for what is equitable, and not more. She is emphasising that her request is limited to what is fairly deserved, not for a favour or privilege. She is only asking for what is owed, not a gift.
