I like these interesting problems. But for this problem, I am afraid that it is not possible to use only 4 2s together with addition, subtraction, multiplication, division and sqrt to find 7 and 9. 2 is an even number and also a irrational number, the biggest odd number formed by 4 2's is (2*2+2/2=5) the biggest even number formed by 4 2s is 2*2*2*2=16 and the smallest even and odd numbers are 2*2-2*2=0 and 2*2/2/2=1

So you have to use 5 2s to find 7 and 9:
7= 2*2*2-2/2
9=2*2*2+2/2

I approached this by working in reverse, i.e. considering all six digit numbers from 100000 to 999999, and assuming that neither the six- nor the seven-digit number begins with zero. For each, I computed three times the six-digit number. Each of the numbers was regarded as a string of 6 or 7 digits, and the appropriate ones compared in the positions specified.

The only number I found that met these conditions was:

2939979 = 979993 * 3.

That's also what I get when I don't overconstrain the problem. I assumed the first and fifth digits were the same as are the first and fifth letters of IMAGINE.
