Yes. It means basically we're not making elaborate plans about the future, or we're not going to worry a whole lot about the future, we're just going to go on and deal with whatever happens as it happens, It might be because we just can't predict what's likely to happen, or it might be because we're pretty sure whatever happens will be something we can deal with--that's ambiguous.
You can't cross a bridge until you're actually at the bridge, no matter how you might plan in advance to do it

It's sometimes used about a specific problem or possible problem in the future. For example:
A: What will you do if the business goes bankrupt?
B: We'll cross that bridge when we get to it.
Which can also be when you don't have a good plan for dealing with the situation, or can't think of one and will just have to wing it as best you can if it happens.
