There has to be land and people, and the affairs of the land has to be governed by the people who live on it.

Needs wider clarification regarding what you are trying to say.For instance, by land do you mean a tract or area of ground / country or nation.

In either case I would use:
the affairs of the land HAVE to be governed

if talking about a country or nation:
people who live IN it.
