Does "may not inform on events in the intact individual" refer to "may not be inspirational/informative on what happen in the healthy individual?"

Context:

Studies in vitro may not inform on events in the intact individual, such as the relative contributions of nTregs from the thymus and peripherally induced (i) Tregs to the total Treg pool in humans, and mechanisms by which Tregs exert their suppressive effects [19]. The Treg subset needs to be better understood in order to permit clinical manipulation of Treg cells.

"may not be [inspirational]/informative on what happens in the healthy individual?"

That seems to be the intended meaning, Ori.
