Usually, in English, one puts defacto before the noun, as in "defacto cyberspace girlfriend."

You misunderstand. First, googling something is not evidence that an expression has been correctly used in terms of grammar. Stupid people post things online, too, and many people posting online in English are not native speakeres of English to begin with. Second, the use of "act on discipline" in the examples you provide refers to persons or organizations which are acting to assure that discipline is imposed. That would not make any sense in the sentence you propose in the initial post.
