It seems to me that the above sentence means, the fellowships involve 85 students, and they offer tuition plus stipends. Right?

Yes, but the way it's written right now it sounds as if the 85 students who were affected offered tuition plus stipends instead of having tuition and stipends offered TO them.

I'd write it this way:

'All over America, universities are adjusting their policies, and this is simply our instance of doing so,' Mr. Salins said. At Southern Illinois (University) in Carbondale, the modifications in the consent decree that offered tuition plus stipends, affect three graduate fellowships involving 85 students.
