Does this "wildcat strike" mean the strike made by teachers?

A "wildcat strike" is one make without the stated approval of union officials and often with a union contract in place. A normal strike takes place when a contract expires and the union votes to strike. The caption you presented doesn't say who Mr. Estrill is, so I don't know that he was a teacher. He could have been an athlete or a coach.
