Does "by a factor of 20" mean:

If original measurement time that is required is: 20, bya factor of 20, now it only requires 1?

Also, "bya factor of 10000" refers to "in 1980s, it needed 10000 seconds to complete the work, and now it only needs 1 second"?

Context:

We developed a new mathematical reconstruction technique which enables us to calculate a meaningful image from data which are, in fact, incomplete," explains Frahm. In the most extreme case it is possible to calculate an image of comparative quality out of just five percent of the data required for a normal image -- which corresponds to a reduction of the measurement time by a factor of 20. As a result, the Göttingen scientists have accelerated MRI from the mid 1980s bya factor of 10000.

@oristarA,
http://www.thefreedictionary.com/factor

Quote:
4. A quantity by which a stated quantity is multiplied or divided, so as to indicate an increase or decrease in a measurement: The rate increased by a factor of ten.

"Reduction of the measurement time by a factor of 20." Take the original measurement time, divide it by 20, and you have the new measurement time.

"Accelerated MRI from the mid 1980s by a factor of 10000." Take the original MRI time, divide by 10,000, and you have the new MRI time.
