As these wise words make so clear, democracy is a wonderful gift. But it is not free. On the contrary, democracy is also a responsibility. Brave Americans have fought for it again and again, and this holiday honors their sacrifice.

In which sense is "free" used? money-wise? or freedom-wise?

@fansy,
"Free" means "without cost" and is in the money-wise sense although this is not talking about money. In this case, the cost is often human sacrifice as refered to in the next sentence when it talks about fighting for it (democracy). It is not saying the freedom is not really free.
