March last year, Hilary Clinton, the U.S. Secretary of State and Sergey Lavrov, Russian Foreign Minister met for the first time in Switzerland. The U. S. intentionally arranged a scene of “RESTART” the U.S.-Russia relationship, to show that Barack Obama’s New Diplomacy differs from that of Bush. In fact, this was Obama’s open display of his diplomatic smart power. From then on, both sides have been watching each other, testing each other’s “bottom line” and played the game. Finally, the American-style smart power has met with the Russian-style low profile, as a result of which a series of sparks have produced some positive effects in terms of cooperation and coordination between the two countries. This spark effect, if continues to play its positive role, accords with the expectations of both sides, and are advantageous to world peace and development.
