That "great distiller of American talent" could indeed indicate that some are being selected for further training, or perhaps scholarships. It stops short of actually saying so.

I think it means exactly that.

Although this prize seems to go to the school, or the research team within the winning school, and not to individuals.
But certainly by doing that, it will help to identify individual students deserving of further education.
