We need out-of-the-box thinking, of the sort suggested by experts in a report released in October called “Rising Above the Gathering Storm.” A study group within the National Academy of Sciences, which included the National Academy of Engineering and the Institute of Medicine, came up with innovative proposals.

Does "rising above the gathering cloud" have some special meaning?

From the available context, it seems to suggest that the report contains ideas that are not above, not influenced by the normal, mundane thinking on the issues but by out of the box thinking.

@JTT,

109th Congress (First Session)
Norman R. Augustine, P. Roy Vagelos, and William A. Wulf

They made a speech at the congress, and told the congress about their worries in regard to brain drain in the US, and their innovative proposals for the benefit of America's future. The following is a link to that speech, entitled "Rising above the Gathering Storm"
