What are these public high school academies? What does "public" mean? Who operates these schools? Who gives them financial support?

These academies are specialised schools, usually within the public school system. Another example is designating certain high schools in which the arts are emphasized.

In the US, public schools operate without tuition, and are paid for from taxes - usually property taxes. This particular use seems to follow US tradition. In the UK, public schools can have a very different definition.
