What does "democracry" mean in this context? Does it mean "by democratic means" or "in a democratic way"?

Your guess seems correct. It would be the opposite, say, of citizens rising up in rebellion or taking independent action.

"acting together in a democracy" should be understood and interpreted in the American context.
