After he assaulted that girl in 2001 why is he back on the street? In the US he would be jailed for at least 10 years or longer!
If he's so obviously likely to re-offend, why is he out? Man, there has to be a better way....
If the guy has done his time then it doesn't matter how "likely" you or the police think he is to reoffend. You have to let him out. That how da' law works.
If it was up to me, he would never offend again!

Adrian: The point is, the guy was supposedly serving 3 (concurrent) life sentences. Does 20 years equate to having done his time? To me a life sentence should be just that --- for the rest of the offender's life.
