None of those are right and not even on the right track ("Cat" wasn't the clue).

The (2nd) clue is:

is the current pic from a italian neo-realist film? (it looks grainy verite-ish, about WWII and the characters seem impoverished.)

Three more guesses gets a clue but let's review:

joefromchicago guessed: "Cat from Outer Space" and I relinquished that there was a clue there.

Clue #1 (officially): World War II

New clue (#2):

An open window with a view to the night sky begins and ends the film.

That was in color. I usually shy away from using images in B & W that sometimes show up for color films. It also doesn't fit World War II unless you're thinking of Orson Welles' broadcast. It could look like something from "Things to Come" as it depicted a fictional World War II. But it's not.

The last clue is only a dead giveaway for those who have seen this film as it is the crux of the stroy inbetween. It's extremely poignant and moving.

Well, that would clarify the clue -- I did mean the film takes place in World War II but not necessarily made then. It's not "Stalag 17."

But if "That Darn Cat" could be accepted as a guess, here's another clue:

beatoswald was right about the Italian Realism but the film wasn't made during the original hayday of that movement.

What else would it be, LW? Did you think that unknown_man was perturbed with his cat and typed "that darn cat" as a way of expressing his annoyance?

Your clues are of no assistance to me. Obviously, I've never seen this movie, I can't identify anyone in the picture, and I can't even make a reasonable guess based on a grainy black-and-white photo. So count me out until you finally divulge the title.

(I'd actually forgot that "That Darn Cat" was a movie title).

Well, joe, this is a film anyone who loves movies should definitely see. It is poignant and heartfelt -- the opening and closing scenes always convey a sense of wonder.
