(1) Does "choose outrages British Muslims" mean "choose between outrages and British Mushlims"?

Minister's call to choose outrages British Muslims
Politics: Denis MacShane is forced into embarrassing climbdown after he prepared to challenge UK Muslims to choose between the "British way" or the way of terrorists.

It sounds likes the Muslims were asked to choose between supporting the British way of doing things or the terrorist way.
Choose here is used to mean "to make a choice between" outrages (ie supporting terrorism) and supporting the British way of life.
It is an odd construction because it is a headline - ie trying to get a lot into a small space.

I believe this means that the minister's suggestion that the Muslims choose between the British way and the terrorist way has outraged the Muslim community.
If you change"call to choose" to "demands," the sense becomes clear. Minister's demands outrage Muslims.

It is very clear now. Then we can think it further -- what is the "call" ? Okay, the call is "to choose". And what does the "choose" mean? See context -- "to choose between the "British way" or the way of terrorists. "

I would think he is insinuating that if you do not choose to, assimilate and act as any other Briton does you are a potential terrorist. .

I think it could be worded Call Outrages British Muslims
'to choose' is an elaboration of the word "Call', explaining call to what. Instead of Call to Arms it is Call to Choose.
