(1) What does "pass" mean? Meaning "pass through"?

Context:
The district attorney has said the youngster in the latest case is cooperating with investigators and has no plans to sue. He also said prosecutors could be helped by a law, passed since the earlier Jackson investigation, that was designed to keep civil suits from interfering with criminal cases.

(2) Does "cooperative" mean "acting on collusion"?
Context:
Sheriff's Sgt. Chris Pappas characterized Jackson and his representatives as cooperative during the 30- to 45-minute booking process.

Oristar, If a law is passed, it means that it has been approved by the legislature and has become a law.

Cooperative in this context means helpful, willing to answer questions, talk, be responsive.
