no, 10 years since the human genome was decoded, except I don't think it's been ten years, more like seven, from a fast googling. Maybe they're thinking of some intermediate step, like when they were able to ramp up the speed of deciphering significantly, i.e. they're talking about using some of the many things that have been learned along the way since the start of the Human Genome Project.

righto. I think the 10 years was the first reports of the "partial genome" by the Craig Venter's team, which was "cleaned up" by him, the Fed team, Planck Institute and Penn State.
