Context:
Free clinics reported serving an average of 747 new patients per year and 1,796 total unduplicated patients. Patients had a variety of attributes that impeded their access to primary care: lack of insurance, inability to pay, limited English proficiency, a minority racial or ethnic background and lack of housing.

I'd say that's poor writing which does not make the meaning clear. I would guess--and it's only a guess--that they mean patients who were seen once, and only once.

Poor word choice. I read it as "unique patients" so that multiple visits from one person are only counted once.

It's certainly possible that "unduplicated patients" has a meaning specific to the medical field.

maybe it means patients with a particular complaint-in other words, if two patients came in with tb, that would be one unduplicated

if out of those both had never been seen before at the clinic, it would be 2 new
