Peaceful settlement? Not gonna do it.
A peaceful settlement would not have had the desired effect that the Neo cons had in mind. They wanted to give a heads up to the Axis of Evil and any other nations who the Boss of the Planet is. The real purpose was to subdue to the ME and inject Capitalism favorable to the US & UK. The scenerio is about power and commerce. Democracy? That is a phoney issue. Hell, the USA doesn't even have that.
