Can we use "associate Engineer-in-chief" to refer to one who acts as E-in-C's deputy, associate, or assistant? -- someone, together with the E-in-C, who is responsible for a very big project, at the national level?
You could, but it diminishes the real E/C, especially when they are working together.
I'd give this person an entirely new designation.
