The twenty-six years of China’s reform and opening up have witnessed China’s robust growth by attracting FDI in a big way and opening up wider to the outside world. Over the past twenty-six years, FDI attraction in China has started from scratch, increased over the years, expanded from east to central and western regions and from a singular mode to multiple modes of investment, optimized its regional composition and siting of industries and raised its level of performance as well. By forming an all-sectoral, multi-layered and wide-spectrum utilization of FDI, China has scored achievements which have attracted worldwide attention.

Can you work out what the bolded part means?

Very wordy, but how about something like:

By creating a strategy plan that includes forming many departments, with many levels and promotes a wide view of FDI's application in the world, China has scored achievements which have attracted worldwide attention.
