Ask questions? Yes, I think he should have. At the very least he should have asked you to show him your range of motion, without him touching or pushing on your arm. I also don't think there is anything wrong with a doctor feeling the rotator cuff. They can tell if there is inflammation. My doctor and surgeon both felt my rotator cuff. They didn't hurt me, they were very gentle.
