This is quite hard ...in terms of English language modifiers and also political concepts. ..

what is this 'Bush’s 1990 tax-hike' .....how can he do the tax-hike in 1990 ? . He became president in 1992 .
..insisted that low taxes created wealth.. ...who insisted ? Bush or economic conservatives ? how do you catch this .

He was elected in 1988 (inaugurated in Jan 1989). He was running for reelection in 1992 but lost to Bill Clinton.
Some conservative economists argued that lowering taxes on the wealthy would stimulate investment. That would lead to new jobs.

we have two wordings here ..'tax hikes' and 'low taxes' ...who introduced low taxes ? Bush introduced only tax hikes ..right ?
