I haven't been there for some time, but as far as I remember, the ropes are only about a foot off the ground? They are there to remind the countless tourists that touching the stones is now banned, not to act as a total barrier.
I didn't remember how high those ropes were, but the last time I was at Stonehenge, they had a demonstration with Roman soldiers marching around it. Quite a spectacle!
