DEEP-POCKETED donors are inadvertently encouraging governments to slow their health spending in parts of the developing world.

In this sense deep pockets = reluctant to part with money.

A friend of mine has deep pockets and short arms.
His money is at the very bottom of his pocket and his arms wont reach down that far.

"Deep pockets" means they are rich and/or have lots of resources.

"Deep pockets and short arms" is a slang term for miserly.

I believe this reference means the donors have lots of resources.
