What does "ruling them out one by one" mean to you in this context?
It means taking care of them, one-at-a-time,
as distinct from doing them all at once, or several at a time.


USUALLY, most often, when u see the language
"ruling them out one by one" it means saying individually
(while slowly examining and carefully analysing):

" no, its not that one. . . . No, its not that one either. . . .
No, not that one. . ." as each possibility is evaluated and judged one-at-a-time.
