Joe Nobody - no fame or celebrity attached to his or her name. Someone with no power, pull or clout- just your average and/or anonymous man or woman off the street.

They used the name Joe because there's a colloquial saying about people who don't stand out in any way and they say, 'He's just an average Joe.'

They're saying that the restaurant is so popular that unless you are distinguished or set apart from everyone else in some way, you'll likely not get in.

Pete Dupont, former governor of the state of Delaware and a past candidate for the presidency, lost his entire support base when he started to call his constituency "Joe Sixpack". The Philly Inquirer picked it up and started calling him "Champagne pete" (due to his Dupont family name). His campaign went down quicker than the Titanic.
