Street crime can be averted through regulations mandating the lighting of streetlights during daytime. However, daytime visibility is worse in nations farther from the equator, so obviously such regulations would be more successful in averting crime there. Actually, the only nations that adopted such regulations are farther from the equator than the continental United States.
what does 'daytime visibility' means here ? Can anyone explain this in just simple words .

It means that your ability to see in the daytime is not as good in higher latitudes than it is near the equator. I frankly don't know what they're basing that claim on, so i can't really comment on whether or not that is true.
