Sun Damage

Hi went to Malia Greece in July 2009, and I slept in the sun for four hours not realising the sun was badly burning my leg I did put sun cream on it, but I did take some of the scab off ou there. I came back home and it's now been 7 months but the skin still havent grown back in its place that much, I do use bio-oil everyday and exfoliate it sometimes, but I would like to know wether the top layer of skin will grow back in it's place like the other leg so it looks the same. Plus I have Hyperpigmentation will that go away too?
