“Guiding Opinions of China Banking Regulatory Commission and the People’s Bank of China on the Pilot Operation of Small-sum Loan Companies”
The above is the official translation of a document jointly release by CBRC and PBC for "experimental operation" of microfinance companies. But I guess "guiding opinion" is not an appropriate translation. What do you think?

It could be. I understand this to mean that this is a document containing legal interpretations ("opinions") of the law so that businesses have some clarity on the implications of the law on their practices (hence the "guiding").
There is neither reason nor to change the phrase. "Guiding opinions" is a technical legal phrase. It is the one usually used in English for opinions issued by official Chinese bodies such as courts and other official bodies such as regulatory commissions , which appear to have legal force to some extent.
