Quote:And partly in response to the currency lift in China, two influential senators in Washington announced Thursday that they were pulling back legislation that would punish China with tariffsif it did not allow the value of its currency to rise, a step that would make exports to the United States more expensive and imports from America more competitive.
What is the element that "a step", the appositive clause may be modifying?
The passing by the US Senate of legislation that would punish China with tariffs if it did not allow the value of its currency to rise.
pulling back legislation = step
No, sullyfish, the "step" is the legislation (that WOULD make exports...) not the pulling back.
No, the step is China allowing the value of its currency to rise (which would make exports more expensive, etc..._). If China doesn't take that step, the tariff would kick in.
it's not very clearly written.
@MontereyJack,
But you are right, the step would be China allowing the value of its currency to rise.
