I am proofreading someone's translation, about a collection of treaties on extradition of criminals runaway to foreign countries, and treaties on fighting against the three illegal forces (terrorists, separatists and other reactionaries).

@fansy,
I read it to mean the three forces strike. The clue is in the word "of."
