Charged means an aggressive statement likely to evoke an aggressive response.

Charged with emotion - a bad choice of word. The writer probably meant "biased".

I'll edit my comment slightly. A "charged issue" is one where there are very strong feelings on both sides. A "charged statement" is one where it is likely to evoke very strong opposing opinions.
Most times it's termed "highly charged."
(As one who is very emotional at this time, I have felt highly charged about issues in my life. It's a term I know well.)
