Chinese student: If I have a chance to ask President Obama, I want to ask him that through media, I've learnt that the federal government of the United States have distributed a significant amount of money to the states to support their educational reform and that whether it is helpful for Chinese students who will study in the United States.

I would like to know whether this will help Chinese students who study in the United States.

Thank you Ceili.
But I think the word media is the form of a plural. So to follow the word, we'd use "have", rather than "has".

"The media" is a singalar body in this case oristar. It is a singular body made up of many parts.
a collective noun is (i think) always singular.
