that into the off-year election = the supporters in the off-year election?

The president's 2008 supporters just aren't that into the off-year election, but Republicans see a chance to show the president's star is fading.
In this sentence, "not that into" ( a recently coined idiom ) means not interested in.
Sam was not that into football so he joined the soccer team.
Being "into" something means really interested or involved in.
Sarah is really into music.
The "that" is a measurement of how interested.
He is not that interested in going to the party.
She is not that heavy.
