Should "the park is located" be "the park was located"?
Context:
Yeah, he was attracted strongly when the clerk showed him the map on which the park is located. The atlas was full of statues with communist style. As a person who lived in once-socialist country, he found an inexplicable affability in Hungary.
Should "there is a beauty spot " be "there was a beauty spot "?
Context:
Hungary (Oct.10) -- A Chinese traveller was told that, when hotel clerk learned that he came from China, there is a beauty spot which would catch his attention: Budapest Communist Park.

I have to add: the park now is there, not existed in the past and now it disappeared.

If the park is still there, you should use "is". If you say the park "was" there, it means the park is no longer there. In the second post, it should say "there is a beautiful spot." Once again, if you use was, it means it isn't there anymore.
