Is "addressed an important speech to them" clear?

Context:
Beijing (Oct.6) - President Hu Jintao interviewed the officials, workers, performers and the representatives from military force, who organized or participated the National Day celebrations, at the Great Hall of the People at Tiananmen Square on the afternoon of Oct.6, and addressed an important speech to them.
