Makin'a picture smaller works pretty well, but making one "bigger" is sorta a no-win deal, stand up; there's only so much information to work with. Here's your image at 4X:
As you can see, there isn't much detail there ... its not present in the thumbnail, so there's no simple way to generate it in the blowup. It can be done, with a bit of skill and effort in something like Adobe PhotoShop, using interpolation, edge enhancement, gamma and contrast adjustments, overlays, and skewing the histogram, but that's several hundred dollars for the software, a helluva learning curve, and would be a considerable amount of work. You're better off if you can find a bigger version of the image tp start with. The more pixels you have to play with, the more you can do with them.
