'it' equals 'being the parent of a child with special needs'. Let's do a couple of paraphrases, even some rather convoluted ones should help.

... and being the parent of a child with special needs often carries extra stress for those who are the parent of a child with special needs.

... and being the parent of a child with special needs often causes extra stress for that person who is the parent of a child with special needs.

Handy little word, that 'it' is, isn't it?

Might I ask, and you certainly don't have to answer, are you a native speaker of English and what's your approximate age, pre-teen, teen, young adult, ...?
