Is the word Tracy on the back of the man (who is the battalion fire chief of FDNY?) the man's name?

He is an adjunct instructor for their training academy having developed many training programs for Firefigthters, First Line Supervisors and Chief Officers. He has published articles in WNYF, FDNY’s training publication, and Fire Engineering magazine. He offers programs of training for the fire service. In collaboration with NIST Chief Tracy is involved in the most recent research being conducted on High Rise Firefighting. He is a member of the NFPA Project Technical Panel that is reviewing “Firefighting Tactics under Wind Driven Conditions”.

Thank you both.
The problem stands for me is that both my English-Chinese dictionary and GOOGLE Dictionary refer to Tracy as a woman's name. That was why I was confused and posted the thread.

Tracy is a woman's name, Ori, but this is a last name/family name not a given name/first name. When names are used in official capacities like this the family name is normally used.
